No turbo when cold

Hi All,
New to the forum and recently purchased a 2018 Hyundai Tucson 1.6 T-GDI.
Is it normal to have no Turbo at all (or from what i can tell) until the engine is at 70ish degrees?
Every morning I get in the car (even on mild days) and there's no power at all until its about 70*c
