One of the problems with balancing wheels perfectly when new tyres have been fitted is that if the tyres have been stored in some kind of stacking arrangement they will be slightly out of shape. After a few heat cycles the carcass is forced into its final shape by heat and centrifugal force and air pressure. As a general rule weights can be reduced and repositions but I fear I am now too old and lazy to bother to do it myself. Incidentally if the garage doesn't know the difference between static and dynamic balancing they probably don't know what they are doing even with the new fangled machines that have a computer telling the apprentice what to do.
